ABSTRACT

Fair transportation system as a system that provides a sufficient level of accessibility to all under most circumstances may not seem radical in character, its consequences for transportation planning could not be more radical. A brief exposition of the way in which a fair transportation system could and should be financed, as such a financing scheme is a crucial component of a fair transportation system. The aim of the fair taxation scheme is to mitigate form of brute bad luck caused by too high transportation user fees. The fair taxation scheme should enable such a sustained effort: it should generate sufficient funds for the gradual improvement of the system for the benefit of persons below the sufficiency threshold. Transportation planning based on principles of justice proposes an entirely different financing scheme for the transportation domain, thereby shedding a new light on these societal debates.
