ABSTRACT

The history of the Web in Estonia began in the early 1990s. Estonians did not benefit from the Finnish offer of using their old telephone lines. They decided to rely on new technologies. Internet portals in Estonia started their operation in the late 1990s. The comparison of online activity shows that Estonians are more active than Poles in each of the activities. According to Eurostat Database the differences range from 4 to as many as 29 percentage points. Citizens of Estonia are ahead of Poland in all activities in which services available online are used. A particularly large disproportion between the countries is evident in obtaining information from public authorities’ websites. In Poland, the nature of relations between the media and the political world leaves much to be desired. The essential differences in the degree of the media use in the concerned countries occur mainly due to the level of newspaper readership.
