ABSTRACT

This chapter describes the Phase 1 tenants' resettlement experiences. A particular concern of some family households was to avoid being permanently settled into housing outside Regent Park. Early into Phase 1, residents learned that Toronto Community Housing Corporation (TCHC) had introduced a new concept that changed the terms of Right of Return. According to the approved TCHC procedure for choosing replacement housing, Phase 1 residents began by drawing a lottery number from a random draw. The draw was held at a public meeting. Relocation counsellors provided descriptions of the new units to the eligible households. Kitchen design was an area in which a number of the returned and resettled households wished that their suggestions from their landlord's focus groups had been followed. Kitchen stoves in the new housing units were another source of dissatisfaction for some of the newly resettled residents.
