ABSTRACT

In this chapter existing management tools for implementing maritime regulations are discussed. The existing tools enforced in the shipping industry could be characterized as a gathering of ideas with insufficient application on the world level. Those ideas have been borrowed from other industries, where they were applied decades ago. A brief historic narrative shows the evolution of those industries, generating other solutions, in order for them to deal with regulatory management. On the other hand, the stakeholders of the shipping industry are struggling with outdated models. In addition, the shipping industry is suffering from the penalizing approach adopted by the authorities. Under this approach, only the negative aspects of the punished ships and their crews are recorded, rather than their achievements.
