ABSTRACT

Children with Special Educational Needs (SEN) are those whose educational needs are not met adequately by ordinary provision. SEN has recently come to be more associated with disabilities physical and sensory disabilities and also cognitive, language and emotional/behavioural difficulties. Although the current policy in England is that all children should be educated in a mainstream school, there is no agreed definition of inclusion a concept that can be debated at many levels. At the theoretical level, Low makes the point that: Inclusion as an educational ideal has the "moral high ground", but at the day to day level of the thinking that informs educational policy its position is much less secure'. The Green Paper Excellence for all Children stated: There are strong educational, as well as social and moral grounds for educating children with special educational needs with their peers. As education generally takes place in groups, the school system does not always see or appreciate learners as individuals.
