The proper system of exercising the Supreme Command, always advancing, if somewhat slowly. Each of Asquith, devices was an improvement on its predecessor, the War Council, the Dardanelles Committee and finally the War Committee. The Imperial War Cabinet was summoned within a week or two of his coming into office, before the new machinery of Government had had time to settle down. The opportunity of the Italian disaster was seized upon for the visit to Rapallo and for the decision, which he insisted on in the teeth of opposition from his own principal military adviser, to establish the Supreme War Council in accordance with long matured and carefully considered plans. A noteworthy feature of many of his greatest innovations was the way in which he would seize the opportunity of some terrible disaster to bring his plans to fruition.
