ABSTRACT

This chapter describes the short account of the development of the naval and military plans and preparations to give effect to the policies set forth. The naval and military plans were overhauled by the Committee of Imperial Defence in 1911 with the result that, for all practical purposes. The grand strategy of the dreaded war was more or less determined at that time and a tremendous impetus was given to the whole of the work of the Committee. The Admiralty, which had been endorsed as one of the results of the inquiry of 1909 into military requirements as affected by the Continent of Europe. The advent of Arthur Wilson as First Sea Lord exercised a marked effect on the naval conceptions. The case for the despatch of the Expeditionary Force at the outset of a war was set forth by Henry Wilson with remarkable brilliancy and with the aid of a huge map.
