ABSTRACT

This chapter analyses the provision of services and trends in community corrections in central China, Hubei Province. It examines the two following aspects from the perspective of social transformation: one is the study of the effect of these changes of rural social structure upon community corrections, while the other is the study of attitudes towards changes to criminal penalties imposed under community corrections. Preliminary stages of community corrections development are mainly promoted by the government, but often lack recognition from and participation by the general public, especially in rural areas. Hubei Province was selected to be among the second batch of community corrections pilot provinces, and has made much progress in community corrections work. Further studies of social transformation issues are no longer limited to economic trans formation studies, or policy studies, but also include studies of transformation or change of the social order of communities.
