ABSTRACT

This chapter investigates the evacuation as a particular form or a way of watching over and governing mobility that requires far more sustained study. The approach taken in this chapter is to build the insights but also to focus on the circulation of evacuation and the evacuee as a technical object, held together by various systems such as surveil, categorise, sort, and manage mobilities. Therefore the current efforts can be explored to turn the evacuee into a far more addressable subject through the satellite systems, mobile technologies, social media, and the interconnected systems. Finally, the chapter sets out an approach by drawing together the insights of mobilities, science and technology studies (STS), conceptualisations of emergency and evacuation. It then traces a genealogy of evacuation surveillance, registration, and tracking as it emerged during the Second World War, with the latter's attendant evacuation of mass populations.
