When the rebuilding efforts were channeled toward large-scale infrastructure projects related to water control, the changes were not felt at local levels for many individuals. Years of planning meetings and inspirational though largely ineffective rebuilding efforts led to planning fatigue. Residents who had spent significant time and effort talking about neighborhood improvements naturally became discouraged by the lack of progress seen in their neighborhoods on the ground.
