Chattanooga, Tennessee, is situated on the banks of the Tennessee River in the foothills of the Appalachian Mountains. In recent years, the city has returned attention to the river it was founded on. The most visible evidence of this is the Chattanooga 21st Century Waterfront project, 129 acres of new development and parks. But this 21st Century Waterfront is more than just major new parks. The initiative demonstrates how a midsize city overcame barriers-physical, political, financial and cultural-for both past and present residents.
