ABSTRACT

Somebody compared the journals of vocational colleges to “chicken ribs”: tasteless but wasteful to discard. The metaphor appears to be humorous, but the real description of vocational college journals’ position. At present most editorial department of social science in vocational colleges are independent division-level management units, but the majority of physical science journal, is only the section-level units, and affiliated to the scientific research office, educational administration office, library, etc. The organizational system of journal editorial department are in chaos. Because journal editorial department did not receive enough attention from the college, editing personnel is not enough, the funding is lack. 1 NEWLY-FOUNDED UNDERGRADUATE COLLEGES AND UNIVERSITIES’ FLOURISH IN CHINA

From 1978 up to now, newly-founded undergraduate colleges and universities have bloomed in China. Only in 1998, 77 higher institutions incorporated into 31 undergraduate colleges or universities, 161 colleges implemented system transfer, 14 colleges and universities implemented co-construction, 39 colleges carried out the cooperation in school running. Also the government dismissed 108 adult colleges whose teaching conditions were seriously unqualified.[2] In the past 15 years, in accordance with the approval process “west one year, middle east one year, private colleges one year”, China promoted the setting of newly-founded undergraduate universities and colleges in a planned way and step by step. By May 2013, the newlyfounded undergraduate colleges and universities were totally 346.[3]

In the world, usually based on the gross enrollment ratio, higher education is divided into three stages: gross enrollment ratio below 15% is elite education stage; 15%∼50% is the popularization stage of higher education; More than 50% is universalization stage. In 2010, China’s higher education gross enrollment ratio was 26.5%, and 26.9% in 2011. The 2013 Government Work Report pointed out, to comprehensively improve education quality and level, the higher education gross enrollment ratio was planned to reach 30%.
