ABSTRACT

Around the world many countries are devoted to promoting animal welfare. These countries have established animal welfare organizations and stroked a balance between caring and damaging in terms of policy and morality in mercy killings and neutering (Srinivasan, 2013). In Taiwan, however, the promotion of animal welfare has yet to exist in form. In 2009, according to statistics from the animal protection information website of the Council of Agriculture, Executive Yuan, for every 100 people there exists 0.37 stray dogs in Taiwan, and in July 2013, 39.34% of the dogs in public shelters were put down. Some people impulsively purchase pet dogs, but the dogs then are treated with abandonment when the interest fades away. Others are superstitious and misunderstands the meaning of setting captive animals free in religion, which also turns into another factor escalating the number of dogs on the street (Ou Ru-Huei, 2006).
