ABSTRACT
To solve the above problem, this paper proposes MOIOASITBATI. Through analyzing the consumer’s internal data and external data, it may find out the consumer’s requirements. Data acquisition accomplishes data preprocessing, data mining and ratings system offer corresponding service for the government department, programme promulgator, programme producer and network operator, as shown in Figure 1.
