ABSTRACT

The World Intellectual Property Organization (WIPO) is a specialized agency of the United Nations (UN). It was established in 1970 following the entry into force of the 1967 WIPO convention and became a specialized agency of the United Nations in 1974. The key stakeholders in WIPO can be divided into those that are internal and those that are external. The internal stakeholders of the organization are the director general as its chief executive and head of the secretariat. In terms of external stakeholders, the member states are the key group, sitting on the governing organs of WIPO and providing it with strategic guidance. Nongovernmental organizations (NGOs) represent another important group of stakeholders that engages with and plays a role within WIPO. With the contexts in mind, it is helpful to examine the behavior of the three main stakeholders in the organization the member states, the director general, and the secretariat by looking at different levels of discussion and decision making.
