ABSTRACT

Two weaknesses characterize this technocratic concept of development. First, modern technology is foremost a product of developed countries and reflects their current needs, structures and institutions. Yet this technology development is increasingly under attack within the developed countries themselves. Future evolution of the world economic system will certainly entail substantially different socio-economic and technological developments. Secondly, the naive belief in the benefits of high technology ignores the complex interplay between technology and social organization. DC technology may simply be inappropriate in most instances for UDC socioeconomic and societal development.
