ABSTRACT

In general terms, security is the condition of the social actor (person, group, organization) whose values (material and immaterial objects of vital importance to the actor) are safe against the hostile action of other actors (or threat security) and the eventual harms of natural disasters, technological accidents, and social processes (or risk security). The Mediterranean countries do meet risks and threats to their values but have different exposure to, and sometimes different perceptions of, the risks and threats that play against their values. Some of the risks and threats are concern to a small number of states; others are perceived by many or all the Mediterranean states as matter of general concern. This article deals with the most important risk- and threat-security problems that are common to all the Mediterranean countries at the present time. It is intended to revisit the existing knowledge about the Mediterranean security system in order to restart the debate on security building in the area.
