ABSTRACT

A progressive coalition called Six Wins, including some 30 social justice, faith, public health, and environmental organizations, emerged to oppose the MTC/ABAG regional sustainability plan. Public Advocates, a law firm that specializes in fair housing, was one of the most vocal opponents, fighting the overconcentration of new growth in Priority Development Areas (PDA), which could create displacement pressures, as well as the insufficient provision of affordable housing in “high-opportunity” suburban neighborhoods. Six Wins won some concessions during the environmental review process, including a plan to incentivize cities to build affordable housing near transit. But funds are too limited to build more than a handful of units, and MTC/ABAG did not shift any of the planned affordable housing to the suburbs per the Six Wins request.
