ABSTRACT

This chapter suggests some of the most common symptoms which should be regularly checked. Each individual improvement will be made within the context of the process as it existed at that time; and its contribution would be assessed only in relation to its immediate value. Once adopted, it becomes part of the environment for any further improvements. As important as the modifications likely to be brought about by a change of government is the fact of change itself. A new government is itself a symptom signalling a fundamental switch of mood in the society as a whole. A change of government is likely to foreshadow quite considerable reorientation of the commercial scene. A change of government denotes a fairly complex pattern of change in attitudes, and this change in attitudes is not restricted to electoral considerations. It is a change of outlook, widespread and significant.
