The reduction of global greenhouse-gas emissions has since the early 1990s been on the agenda of decision-makers across all levels of government. The central debate has been over how to mitigate anthropogenic or human-made climate change and what targets for mitigation should be required. Much of the recent attention at the international level has focused on the task of the United Nations Framework Convention on Climate Change. Perhaps the key quandary has been how to facilitate a binding greenhouse-gas reduction agreement amongst national governments that could come into force after the Kyoto Protocol expired in 2012.
