ABSTRACT

This chapter reviews debate about climate change and security and the state of current research. It focuses on what security professionals and militaries around the world are doing now and planning for in the future. In the United States, military and intelligence agencies interests in and concern about climate change has increased dramatically over two decades, impacting threat assessments, basing and procurement decisions and public statements. Attention to trends in strategic planning, threat assessment and weapons and equipment procurement demonstrate that security officials in South and East Asia, Latin America and the Middle East are planning for a warmer and potentially more dangerous world. Some of the policies states pursue to mitigate climate change or to adapt to it may also raise security concerns and conflict risks. The chapter concludes on strengths of governance at lower levels compared with weaknesses to set up global governance architecture.
