ABSTRACT

This chapter explores the patterns people find when comparing all the four case studies: Carbon Capture and Storage (CCS), renewable electricity, renewable heating and energy policy for buildings in Norway. The case comparisons have shown the complex relationship between social mechanisms, not only with respect to the European environment but also the national fields. The chapter discusses how references to European Union (EU) policy in political discourse do not necessarily reflect the actual power the EU possesses. It shows how political fields, organizational fields and the European environment may influence climate policy. The chapter examines how the various social mechanisms of the political field seem to influence the amount and effectiveness of entrepreneurship performed by politicians. Organizational field actors have been far more active as entrepreneurs than have politicians. Segmentation and pluralism are the two opposing social mechanisms, creating very different conditions for entrepreneurship at field level.
