ABSTRACT

Today, the labels on foreign policies have become more complex. For this important reason few, if any, writers have attempted to relate types of foreign policy and types of naval employment. The navies of Britain and the United States had a command of the sea strategy; that of France had a guerre de course strategy; and those of Germany and Russia had coastal defence strategies. The United States and the Soviet Union have world-wide interests in using the sea, and the economic capability to contemplate the building of the required warships in reasonable numbers. A global navy will have actual or potential deployment on a world-wide basis without denuding forces required for maritime defence in the contiguous seas. The posture of a contiguous sea navy is to operate as the seaward extension of the home territorial defence zone. There is little or no requirement to operate outside contiguous waters.
