Stated in its simplest form, the question addressed here is how to alloeate instruetional resourees to aehieve a desired objeetive. Broadly interpreted. this question eould include the total edueational resourees of soeiety and all possible learning situations. In praetical terms, however, the setting is restrieted to the struetural edueational system, beeause this is the only eontext in whieh decisions on the alloeation of instruetional resourees may be implemented.
