ABSTRACT

This chapter demonstrates the linkages between disaster risk reduction, social protection (SP) and community resilience, taking into account case studies from two districts in Indonesia. The similar characteristics among the goals, target groups and tools of SP and disaster risk reduction (DRR), make it promising for sharing opportunities in achieving community resilience. Social protection has been utilized in developing countries to alleviate the burden faced by those with low incomes in society. SP provides temporary or short-term benefits but also contributes in the long term to strengthen community capacities. Communities affected by climate change and disasters can access SP initiatives and funding to redevelop infrastructure that will further increase community preparedness and mitigate risks. Adaptive social protection (ASP) can serve as means to reduce disaster risk, to recover from disasters and extreme weather events, and ultimately, to achieve community resilience.
