Landmines and explosive remnants of war (ERW), including cluster munitions, remain a serious impediment to global sustainable development. This becomes evident in reading International Campaign to Ban Landmines (ICBL) country reports that detail the estimated amount of ERW that still must be cleared prior to release of contaminated lands for individual and public use. Mine Action, which includes mine clearance, mine education and victim assistance, requires resources that are beyond the ability of developing nations to fund from their national budgets. Anti-personnel mines (APMs) were designed to disable their victims, although they also kill. In post-conflict countries today, most landmine casualties are civilians - women and girls, boys and men - people and animals, as they walk on roads, fields and village paths. In 2013, 31 donors contributed almost US$446 for Mine Action in 47 affected countries. The top five recipients included Afghanistan, Lao PDR, Cambodia and Bosnia and Herzegovina.
