ABSTRACT

School enrollment rates across South Asian countries at the primary level reached roughly 90 percent in 2011, witnessing a steep rise from 75 percent in 2000. Many developed countries have developed accountability and leadership standards and frameworks to lead the change process in the school education sector. India, often characterized as having one of the longest continuums of cultures, values education as central to human development. The subsequent colonial legacy of education brought significant changes. In short, the pre-independence education policy can be seen as a shift towards forming good citizens of the British Empire. India, as a democratic country, has prioritized education within the political agenda since the adoption of the constitution of India in 1950. The Indian school system is one of the largest and rapidly expanding school systems in the world. According to Lasley, Educational accountability is a complex and highly debated topic. School education is governed and managed by both the government and private institutions.
