ABSTRACT

Within a context of post-conflict societies, often characterized by continuing risk of violence, the issue of “hate speech” is one of the most contentious. This chapter will give a brief introduction to relevant norms under international law and argue that in post-conflict contexts, legal means to confront this conundrum are generally neither sufficient nor effective in themselves to meet the challenge of creating a communication climate that could offer the needed spaces to collectively deal with a divisive past and create more inclusive visions of a common future.
