ABSTRACT

This chapter discusses the CSDP as an actor and displayed the process of how the Aceh Monitoring Mission (AMM) became operational. The AMM aimed to implement peace in Aceh, which had been suffering from a political conflict for over thirty years. The AFC in 1997/98 and the tsunami in 2004 occurred while there was conflict in Aceh. They had spill-over effects into the course of the conflict, re-orienting the focus of the security referent, as evident through GAM's leadership which stated in January 2005 that it does not intend to harm foreign aid workers. Justin Davies, Head of Staff of the AMM, said that, at the launch of the mission, there were some concerns about whether any GAM rebels would show up in the stadium where they had organised the first decommissioning of GAM weapons. The case of the AMM presents an instance where a remote crisis triggered European Union (EU) action seemingly driven by altruism.
