ABSTRACT

Norway is a constitutional democratic monarchy. The ultimate decision making body is the Parliament and the Government is divided into 17 ministries with special responsibility and headed by the Prime Minister. The Norwegian Building Authority is a subordinate agency that is particularly influential due to its key role in construction policy implementation. The Concept Research Programme (CRP) was initiated in and is funded by the Ministry of Finance. This ministry is currently responsible for matters relating to housing and construction policy, rural and regional policy, local administration, local Government finances and the conducting of elections. One such centre is the Zero Emission Buildings (ZEB) centre, which will be used to illustrate drivers for the implementation of new technology and the development of new solutions for low- or zero-energy loss housing. The National Housing Bank has a long history as an operative instrument to put current housing policy into practice.
