ABSTRACT

This chapter presents the results of the investigation and put in a wider context by discussing how the findings fit the theories. The share of different owner categories has varied quite a lot during the years since windpower development in Sweden started in the early 1990s. The share of windpower limited companies has doubled. Power companies and utilities had a large share in the very beginning, but the share has decreased to around 20 percent. The share of private and cooperative ownership is declining. The share of power companies from the dominant energy system (DES) is small and declining. This could seem to indicate that a significant change of the ownership structure in the electric power sector is taking place. The share of windpower owned by municipal utilities and municipal companies has been increasing. This indicates that local politicians take more responsibility for the transition to a renewable energy system than does the government.
