ABSTRACT

The Malaysian government has crafted its higher education policies towards increasing the nation's competitiveness, productivity and innovativeness with a view to realize the dream of nation building. The Ministry of Higher Education in Malaysia (MOHE) has set as its mission the creation of a higher education environment that will help foster the development of academic and institutional excellence. Malaysia has been distinctly successful in the democratization and massification of higher education which ensures equitable access to higher education. The establishment of quality mechanisms in Malaysia was mainly motivated to monitor the diversification of funds through the corporatization policy. The growth of privatization of higher education led to identification of the need to maintain some control over the quality of education offered by private educational institutions in Malaysia. The goal of creating Malaysia as an educational hub for international students gave the government further impetus to set up even more elaborate quality control measures.
