THE ANTARCTIC TREATY: A CONTINENT FOR THE MANAGEMENT OF LIVING MARINE RESOURCES IN AN ENVIRONMENTAL FRAMEWORK
Antarctica as a treasure island It is clear that resources, or at least the prospect of resources, have served in the past as a major cause of interest in Antarctica - for example, the attractions of whaling stimulated British interest in the continent during the early years of this century - and, in turn, the region’ s resource potential explains much of the contemporary interest therein, especially upon the part of the developing world. In fact, this resource emphasis has offered one method of over coming governmental and public disinterest in Antarctica, since the political, economic, scientific and environmental implications have fostered widespread interest and debate, such as upon the part of governments, international organis ations and non-governmental organisations.
