ABSTRACT

Bhika Kaka was referring to the contention of a thermal power company who, in their legally required environment impact assessment (EIA) report, underplayed and concealed data about the location of their project being in the ecologically sensitive inter-tidal area. This was done to avoid the more stringent environmental scrutiny and regulation by the authorities in charge of granting permission for the setting up of this project on the Kutch coast. Since the regulatory agencies decided to allow the project to proceed, the people of Bhadreshwar, supported by a recently formed fishing union, non-governmental organizations (NGOs) and researchers, have articulated their discontent on the streets, in government offices, and through courts and critical political action. Since then the Adani Group has become the foremost industrial corporation transforming Mundra's land, water and seascapes. With its first port and special economic zone (SEZ) being incorporated as Gujarat Adani Port Limited (GAPL) in 1998, the company's presence in Mundra has grown.
