ABSTRACT
Pedestrians constitute a most vulnerable group in road traffic accidents (RTAs). Their vulnerability largely results from the neglect of their mobility needs in transport planning. This neglect contrasts sharply with the unrivalled and undue advantages given to the motor vehicle (Whitelegg, 1993; Conservation Law Foundation, 1995; Monheim, 1996).
