During the later part of the 1980s, officers of the Sixth District in Ward 7, where Sunrise-Hope is located, referred to the neighborhood as “Hell’s Horseshoe” or “Little Beirut.”2 These labels denote not only the disdain and resignation police officers had for the community, but also the heightened danger-real or perceived-awaiting them.
