ABSTRACT

This chapter provides an overview of public policies that govern the development and delivery of service at the local/municipal level. It explores relevance of federal and state policies to the identification of, and response to, need at the local/municipal level; and needs that are under-addressed by federal and state policies. Yonkers provides a very limited number of services under the Older Americans Act; the city is having more and more of a problem with this particular piece of legislation and the funding generated there under, primarily because there seems to be an underlying assumption or presumption that there is something problematic about growing old. The New York State Expanded In-Home Services for the Elderly Program has targeted frail elderly, or elderly who are at risk in the community, for services. It is necessary to point out that there are variable local capabilities for fiscal support of aging services.
