ABSTRACT
Evaluation is the watchword of educational research and development. And it is not surprising that this is so. What could be more obvious than the need to evaluate efforts to improve the educational process? And what could be more straightforward? One establishes a goal, works to attain it, and then determines how close one has come to doing so. Or so it might appear.
