ABSTRACT

This chapter explores the nature and background of institutional change on the legislative framework for telecommunications in Japan from the viewpoint of Comparative Institutional Analysis (CIA) under the New Institutional Economics (NIE), which has been developed to analyze various economic institutions considering political and social aspects and applied widely. It is also useful in explaining institutional change regardless of whether the given research is comparative or not. The chapter summarizes the institutional changes from the beginning of the legislative framework that was created by the current major laws and examines the detailed process and actual regulatory changes of the reorganization for convergence to determine the nature of the accompanying institutional change and its background. CIA also explains that among multiple equilibria, equilibrium actually occurs with path dependence, as explained by evolutionary game theory.
