Ownership of Problems: Legitimacy
The Legitimacy benchmark is designed to guide decisions about which areas of our lives properly fall within the range of government action, and which do not. Every problem is not the government’s problem. The focus of this discussion is on moral limits to the reach of governance-not legal or constitutional limits. From an ethical point of view, an action taken by a duly constituted government is not necessarily a legitimate exercise of power. Moral boundaries and legal boundaries have not always coincided, nor should they always do so.
