ABSTRACT

Corcoran, a city of 8,335 in population, lies in the Central Valley between the 99 and 5 freeways, about mid-way between Fresno and Bakersfield. Don Pauley consulted with the members of the City Council only to find a clear majority opposed to districts. Most members of the Council felt that the City was "just too small" to develop what they tended to term "wards." In order to change from an at-large to a single-member district system, Corcoran is required by the election code to place an ordinance on the ballot for voter approval or rejection. The City's demographer began work for Corcoran in September of 1993 and created a block level database using 1990 census information. In October, the demographer delivered a report to the City, "Preliminary Report to the Citizens of Corcoran on the Districting Process," containing a brief discussion of the database, demography of the city at large, and data on the distribution of the Hispanic population.
