ABSTRACT
This chapter extends the model developed in Chapter 7 to its logical conclusion; the relationship between city characteristics, decision-making processes, and development strategies. It thus addresses the central issue of what difference the extent of rationality and use of decision rules makes in creating different policy mixes in a community.
