ABSTRACT

During the last two decades Vietnam has gone through substantial economic transformations. In 1986 the Sixth Congress of the Communist Party of Vietnam formally adopted the Doi Moi, thereby introducing an era of reform in order to end the enduring economic stagnation. The Doi Moi program's main focus was on market reforms, a gradual abandoning of the system of central planning and a controlled yet steady opening up of the Vietnamese economy to the outside world. Vietnam's economic reform policy can be considered a success to date, as Vietnam has managed to overcome the economic standstill and has moved into an accelerated process of industrialization and modernization. Industrial relocation can be an aspect of local development and land use planning policies when industries that occupy a large area in city centers become the target of land use redevelopment. The city government has expressed strong commitment to the improvement of local environmental quality by launching a citywide industrial relocation program.
