Final balance and synthesis
A passive supply policy is insufficient in the cultural sector. One must also actively exert oneself to promote participation in cultural activities and with it individual autonomy. It is a matter of course that one will have to find a balance between negative and positive freedom. This chapter attempts to arrive at a synthesis of the insights collected for the goals. The negative conception of freedom forms the centre of Western liberal ideas. The positive conception of freedom refers to the answer to the question of whom or what can determine what someone does, or is. Positive freedom is the capacity to direct independently, be in control of, one’s own life. Positive freedom is therefore based on the desire to be someone and not just an arbitrary part of the mass, someone who is responsible for his or her deeds, and not a plaything of external forces and powers.
