ABSTRACT

The official principle guiding China’s foreign policy is to “keep a low profile” (taoguangyanghui) and to “get some things done” (you suo zuo wei). Chinese paramount leader Deng Xiaoping reportedly said in 1992 that China will become a big political power if it keeps a low profile and works hard for some years; and it will then have more weight in international affairs. 1 Deng also said China should never seek hegemony and never seek leadership.
