In addition to the informal classroom assessment procedures used to guide instructional planning, accurate assessment is also needed for purposes of accountability. This infers that best practice at systemic level involves checking that literacy teaching in schools is resulting in effective learning, and that standards in written language are being maintained or improved. This type of assessment is usually carried out using a combination of standardized tests and survey instruments provided as part of a national curriculum.
