ABSTRACT

This chapter has developed the case for using NDPs as the vehicles to integrate international labour migration into development planning and identified the International Labour Organization (ILO) Multilateral Framework on Labour Migration (MFLM) for providing the entry points for intervention through policies and programmes. The conceptual underpinnings for the gains from international migration have been provided by independent scholars as well as researchers from the World Bank, the ILO and other such organizations. Bringing international labour migration into development planning can begin with the national planning agencies incorporating an assessment on labour migration and its costs and benefits in the NDPs. Since NDPs will be the chosen vehicle for bringing about the integration, the implementation cycle will follow the national planning cycle. This will bring migration into the macroeconomic model and deal with the connected issues through appropriate policies/programmes under the NDPs.
