ABSTRACT

This chapter suggests that ideology is influencing the cultural, socioeconomic, and political world order and has a significant impact on public sector governance, including universities. The chapter discusses on the rise of neoliberalism and the ways in which neoliberalism has impacted public policy and governance practices in higher education. The outcomes of neoliberalism are the rise of practices of managerialism, or new managerialism as it is sometimes called new public management. The neoliberalism impact is seen in the emergence of new governing practices variously referred to as managerialism, new managerialism, and New public management (NPM). Managerialism is an influential ideological movement that "regards managing and management being fundamentally and technically indispensable to the achievement of economic progress, technological development, and social order within any modern political economy". NPM is a vehicle through which good governance philosophy has been introduced to public sector organizations, including universities.
