ABSTRACT
In the name of the Council of People’s Commissars, the Government of the Russian Federative Republic informs the Governments and peoples of the countries at war with us, and of the Allied and neutral countries that, while refusing to sign an annexationist peace, Russia, for its part, declares the state of war with Germany, Austria-Hungary, Bulgaria and Turkey at an end. At the same time, an order is being given for the complete demobilization of the Russian troops along the entire front.
