Cities have led the way in combating climate change by planning and implementing climate mitigation and adaptation policies. These local efforts transcend national boundaries; cities are forming transnational municipal networks to enhance their understanding and practice with regard to climate policies. 2 In contrast to national governments, which face numerous obstacles to coping with global climate change at the international and national levels, cities have become signifi cant global actors in the fi elds of international relations and environmental governance.
